Why was Mr. Radia, with whom Theroux spoke in Chapter 10, so cynical about the English?

Radia had worked for ten years for British bosses, but believed they were domineering over others and unwilling to "become Indian." Radia had a finely tuned sense of grievance, remembering all the details of what he believed were his humiliations under the British. By contrast, he pointed out that the wife of an American working in India began wearing a sari on the second day. He believed the British would have been more successful in India had they adopted Indian ways.
