Who is Scarlett from The Graveyard Book and what is their importance?

Scarlett's parents take her to the cemetery for excercise. Only four-years-old, panic mode strikes when Scarlett meets Bod, and the two go on an adventure. Scarlett's famly then moves away for ten years, returning when she is fourteen. After returning, she helps Bod investigate the fate of his parents.
