Who is Bobby Joe, and what does he do to Tommy?

Bobby Joe is a white man who is in the same cell that Tommy is put in when he is arrested. Bobby Joe is let out of the cell for a few minutes, and returns with a pistol that he points at Tommy until it is taken away by the Sheriff.
