Why is Jonas scared about the rule of lying?

Jonas does not lie a lot. In Chapter Nine, Jonas receives a list of instructions, on which, he is told that he can lie.... something previously forbidden. The instruction doesn't frighten him, but it does make him wonder if everyone else has been secretly told the same thing.
