What techniques does the society in "The Giver" use to create order?

The Elders enforce a society based on "sameness". Everybody must conform to specific ways of thinking and acting. This ensures that people do not question the Elders. People are conceived, nurtured, and killed (when they are old) in a way that allows little to no individual thought or range of emotions.
