Why is it difficult for Gruwell to get permission to teach the students their senior year?

Gruwell has difficulty getting permission to teach the students their senior year because of her lack of seniority. Since Gruwell is still relatively new, she is only supposed to be teaching underclassmen. Fortunately, the president of the Board of Education and the superintendent of schools make sure Gruwell can continue teaching the Freedom Writers.
