Who is Kenneth Babbs (Babbs) from The Electric Kool-aid Acid Test and what is their importance?

Babbs was Kassey's friend and "second in command". When Kassey escapes to Mexico, Babbs takes over the Pranksters. Being an ex-soldier Babbs had a more military style to leadership than Kassey.
