Where is the Mile-High MacIlwane located in the novel, The Ear, the Eye and the Arm?

Mile-High MacIlwane is a huge towering structure near Lake MacIlwane built in 2150. It rises a mile high and is essentially a self-contained city. This may be symbolic of the divide between contemporary European-influenced Africa and the indigenous tribal Africa.
