How does Billy choose to go to Mexico instead of returning home?

Billy is basically leading the wolf by a rope and when he reaches the point where he would turn in one direction to go home and another to head toward the Mexican border, Billy hesitates before choosing the latter. Billy does not give any reason for his decision or seem to give any thought to the impact this decision will have on his family. He simply turns toward Mexico.
