What happens when Winter visits her father's lawyer in Chapter 6?

In Chapter 6, Winter visits her father's lawyer in hopes that he can help her family. She gives him instructions from Santiaga, but he gives her no assurances that things will be better anytime soon. He warns her that the Bureau of Child Welfare will be after her, too. He does tell her that she can come to his office for safety.
