Who is Poppy Mayfleet from The City of Ember and what is their importance?

Poppy Mayfleet is Lina's baby sister. Although, she is just a toddler it's Poppy who finds the note with the information about escaping from Ember. Poppy chews up the note, and as a result, it takes Doon and Lina days to figure out the instructions.
