why does archie choose jerry for an assignment?

Archie chooses Jerry for an assignment because he is weak and defensless and is therefore unaware of the power Archie and The Vigils hold. Everytning basically comes back down to the point of psychologhical warfare with the individual vs.the organisation happening. : )
