Why does the man in the main character's story think that he is dying, and what does he do about it?

In the story the main character is writing, there is a man who thinks he is dying, so he calls the main character for help just as the hurricane is scheduled to hit the city. In reality, he is not dying at all--he is just ill from eating bad food and drinking too much.
