Who was Vertus Hardiman and why is he discussed in "Hole in the Head"?

The author references a documentary called Hole in the Head about Vertus Hardiman. In the 1920s, when Hardiman was a boy, he was one of a group of children upon whom radiation experiments were tested. It burned a hole in his head.
