What is the setting of "Public Lying Down"? Why is setting important in this essay?

The setting of this essay is the street outside of a cafe. The author sits in the cafe and watches a man outside who appears to be lying down on the sidewalk. He then describes many naps he has enjoyed on sidewalks.
