What is the nature of Goldberg and Petey's discussion of Stanley's glasses in Act 3, Part 1?

In Act 3, Part 1, Goldberg says that Stanley's glasses are still broken, and Petey offers to tape them up, but Goldberg refuses to allow him to do it.
