What sort of character is Mrs. Graham shown to be in Chapter 18?

Chapter 18 shows Mrs. Graham to be something of a busybody. She is prying into Lisa's life, suggesting to Frank that she may be associated with a revolutionary group. But it also includes her view on Selwyn. Mrs. Graham does not appear to quite trust him. He seems to her to be the great recommender because of his tendency to try to direct peoples' lives, something she has a proclivity towards, and she lets Frank know her opinions.
