What does Violet mean when she says that Mr. Poe was like the executioner in Chapter 1?

Violet had just been told that her parents were dead. Violet seemed to feel that Mr. Poe was responsible for just taking everything from her life. Violet obviously is smart enough to know that it is not Mr. Poe's fault but Violet is coming to terms with what she has just been told.
