What does the narrator explain about laws in Chapter 13 after Violet has been found to not be legally married to Count Olaf?

The narrator says that the law is an odd thing. He explains that in Europe there is a law requiring all bread to be sold at the same price and a certain island forbids people from removing fruit. There are other odd laws explained as well.
