He explains to the children that a stubborn mule doesn't go the way an owner wants and the children are much like that. He also says that with a mule you must provide it with food as an incentive to move forward and a stick that it wants to avoid. Count Olaf explains that the reward will be punishment they are avoiding is the loss of Sunny and the reward is surviving.
