Previously Allan has silently refused to participate in or personally believe that any one form of governmental philosophy is preferable or superior to any other he encounters. For Allan, if a human being devised it, then a human being also corrupted it. Allan sees no advantage in being truly committed to any one form of government or another, but rather taking opportunistic advantage of whatever governmental forces he happens to find himself within at any given moment.
