How has BR killed so many people?

In Chapter 27, Gomez confirms that BR has been killing tobacco litigants. He hired someone - a failed actor - to set fire to the houses of people who were suing the tobacco industry. This person is known as Team B. BR is Team A. Team B is also responsible for Nick's attempted killing.
