Who is Joey Costello from Tangerine and what is their importance?

Joey is Mike Costello's little brother and one of Paul's classmates. He is also on Paul's soccer team. Unfortunately, Paul isn't allowed to actually play because of his eyesight and transfers to Tangerine Middle School.
