How does Officer Samura vouch for Elvis Cole' reputation?

Elvis is having a hard time proving himself on the same side as Rossi and her partner, Tomsic. Even after Elvis tells her she looks clean against the allegations he is investigating, she is still wary of Elvis. Samura tells his fellow officers that Cole has a good reputation and that he knows people who have worked with him.
