How does the author use foreshadowing in Stormy Weather?

In Chapter Five, Ira Jackson claims he will murder the man who convinced his mother it would be safe to stay in her trailer during the storm..... his mother died as a result of false promises. This foreshadows Ira's desire for revenge..... the salesman is Tony Torres.
