What are the two different definitions of racism, according to Oluo?

In Chapter 2: What is Racism?, Oluo asserts that there are two official definitions of racism. She states that one of the definitions defines racism as any prejudice levied against a person due to their race. The second definition asserts that racism involves "prejudice against someone based on race, when those prejudices are reinforced by systems of power" (31).
