How does Persse cause a scene at the Amsterdam conference?

After listening to Siegfried von Turpitz present his paper, Persse stands up during the question period and asks if the speaker has recently read a draft outline of a book about the influence of T.S. Eliot on Shakespeare--which was, of course, his own book outline, which was negatively reviewed by von Turpitz and thus rejected by the publisher. Von Turpitz points out that Persse is not a registered conferee and thus ineligible to ask a questions, so Morris Zapp stands up and repeats Perssee's question. Von Turpitz yells something angrily in German and storms off the stage.
