What happens to Armpit on his way home, and why does the incident not bother him?

While walking home from school, Armpit encounters a man who crosses the street to avoid him, something that happens to him regularly. It doesn't bother him today because he got a ninety on his economics exam, and he is celebrating with Ginny on their daily walk.
