Who is Al Garcia from Skin Tight and what is their importance?

Detective Al Garcia is a personal friend of Mick Stranahan and becomes involved with Stranahan's investigation of Dr. Graveline, who, Stranahan tells him, is trying to kill him. Al Garcia pleads with Mick Stranahan to not obstruct justice but also saves Stranahan's life when he is attacked by George Graveline, the doctor's brother, who tries to feed the unconscious Stranahan into his wood chipper. Al Garcia is given, by Stranahan, the video tape of Maggie Gonzalez's account of the fate of Victoria Barletta, and it is Al Garcia who comes out to the stilt house to find and arrest Chemo.
