Who is Agia from Shadow & Claw and what is their importance?

Agia wins Severian's heart, though it soon becomes obvious she doesn't feel the same way, as she and her brother attempt to have Severian killed. Severian kills her brother, but Agia survives and attempts unsuccessfully to kill him again.
