Who is Leo Clark from Shadow Prey and what is their importance?

Leo Clark is a hard working man in his forties. He is a Sioux and is chosen to kill Ray Cuervo because of his access as one of Cuervo's tenants. The murder is ritualistic, and Leo leaves directly after to travel to Oklahoma City where he must kill a judge in the same manner. Leo is never apprehended.
