Significance of Water Hoses

These water hoses symbolize progress. Florence foreshadows in her section of the novel that there will come a time when the people working in the garden will have water hoses, a tool shed, and new dirt in the community garden. She admires the initial gardeners because they tend their vegetable and flower patches even without these conveniences.
