Who is Lieutenant from Second Foundation and what is their importance?

Lieutenant Dirige is a member of the Kalganian space port police and a Foundation agent. When the Kalganian police find Arcadia at the spaceport, the Lieutenant says she isn't the person they're looking for and lets her go. Dirige's mind is also controlled by the Second Foundation.
