Who is Lieutenant Dirige from Second Foundation and what is their importance?

Lieutenant Dirige runs the Kalganian space port police and is also a Foundation agent. When Arcadia is discovered at the spaceport, Lieutenant Dirige tells the Kalganian police that she is not the person they are looking for. He then lets her go. The Second Foundation controls Dirige's mind.
