Who is Lady Callia from Second Foundation and what is their importance?

Lady Callia is an undercover agent for the second foundation. Although, she is described as a bit slow and dimwitted, we later learn that it is all an act. The fact that she successfully becomes Lord Stettin's mistress is a testament to her acting abilities.
