Who is Kingfish Toone from Season of the Machete and what is their importance?

Kingfish was a mercenary hired by Damian to assist in hacking up the bodies of the victoms after Damian shot them. Kingfish was believed to have been killed by Monkey Dred but turns up a year later. The attempt on his life was not successful.
