Who is Harvey from Sacred Hunger and what is their importance?

Erasmus takes this seaman (Harvey) with him to find the Liverpool Merchant and her crew. He was one of the first men to find the Liverpool Merchant, by accident, while drunkenly stumbling through the swamps of southern Florida.
