Who is Mr. Seward from Running Out of Time and what is their importance?

Mr. Seward works for Clifton and Lyle. His family is given medicine when his children get sick. Mr. Seward goes crazy towards the end of the novel and locks all the children in the schoolhouse. He threatens to shoot all of them if they do not help.
