Why is Mercutio discussing Tybalt's character in Act 2, Scene 4?

Tybalt has issued a challenge to Romeo, and Benvolio and Mercutio discuss whether or not he will answer the challenge. Mercutio's dialogue reveals that he does not think highly of Tybalt.
