Why are Benvolio and Mercutio teasing Romeo in Act 2, Scene 1?

Benvolio and Mercutio tease Romeo because they believe he is simply pouting over his love for Rosaline. They believe he is hiding from them so he can be alone with his thoughts, and, as his friends, they are used to this kind of behavior from him.
