Richard offends Ted Lyon by refusing to reschedule Richard's change-of-command ceremonies, though Ted is the superior officer. Ted objects when Richard comes to raid his unit for men for Richard's new unit, SEAL Team Six, and only agrees when top command authorization comes through.
