Who is Elstir from Remembrance of Things Past and what is their importance?

Elstir is a painter at Balbec, who becomes friends with the narrator. It is later discovered the Elstir was the painter at the Verdurins' parties. While Mme. de Guermantes has some of his paintings in her house, she does not like his work.
