Who is Mr. Partisian from Post Office and what is their importance?

Mr. Partisian is described as the perfect Turkish gentleman. Henry nicknames Partisian the "Purple Stickpin" for the ornament he invariably wears. When Joyce gets involved with Partisian, Henry warns her that he is a phony, but she goes ahead with the divorce anyway. Joyce is surprised when Purple Stickpin's interest cools as soon as he hears she is free.
