Who is Rye Baro from Plain Kate and what is their importance?

Rye Baro is the leader of the Roamers' clan, and he has the final word over whether or not Plain Kate will be allowed to remain with the Roamers. When he sees that Plain Kate does not have a shadow, Rye Baro orders her locked in a bear cage until a decision can be made about what to do with her.
