Who is Mafadet from Perdido Street Station and what is their importance?

The mafadet is a rare living legend....... a member of the animal world of New Crobuzon. It has a dun colored lion-like body, with enormous tufts of fur around its shoulders, a reptilian neck and snake's head from which a forked tongue flicks in and out.
