A soldier lets Peter into the evacuated area when he hears that Peter has left an animal behind. The soldier believes that Peter has left a dog. Since the soldier had to leave his dog with his sister, he empathizes with Peter and wants to help him find his animal. So he lets Peter into the evacuated area.
