Why does Jay begin to panic after arriving at the airport in “A New Silence Arrives"?

Jay begins to panic when no one arrives to pick him up at the airport. When about a half hour has passed, Jay gets worried. He did not bring Tito Maning's phone number with him, does not speak Tagalog, and does not have Filipino money.
