Why does Uncle Tony not allow Patina to call her mother in Chapter 11?

Patina wants to call her mother about the accident, and she gets out her phone to call. Uncle Tony pats her hand down as he parks in a parking spot. He tells Patina they need to wait to call her mother until they have a diagnosis.
