Who is Ernie Radovic from Over the Edge and what is their importance?

Ernie is a former policeman, who is now employed as Chancellor's body guard. Over the course of the novel, he plans to blackmail the killer, finds himself arrested, and in the end is murdered in the Bitter Canyon by bikers.
