What exact year in the future is Snowman living in?

We are never given an exact year for the setting. All we know if that the story takes place in a not so distant future. This all takes place in the not too distant future, in a world where drugs/alcohol/prostitution are for the most part seen as acceptable. It is a world of advanced science; genetic engineering is the norm; and only the wealthy lived in isolated, well protected areas.
